The Public - Private Sector Intelligence Plus (PI+) Program “INFLUX”

Leaders in the private sector and the intelligence community now days recognized the critical need for collaboration.


Having gained a deeper understanding of the FBI's experience in partnering with the private sector in the United States, with particular attention to the role of the Private Sector Office (OPS), the idea of creating a PI+ office has emerged. This office would encourage our Intelligence Community to deepen strategic partnerships with relevant Western organizations to monitor both private companies that have already invested in the Republic of Lithuania and those that intend to invest, in order to ensure economic and national security.


Vytis Maleckas on the Value of Collaboration


I'm Vytis Maleckas, and I firmly believe in the importance of the counterintelligence community. The private sector is the engine driving progress and prosperity in the Western world. Thriving businesses fuel economic growth, create jobs, and contribute to stability. Economic security is paramount to national security.


PI+ will act as a unified voice for the intelligence community, connecting industry leaders and intelligence professionals to address emerging threats faced by the private sector. Their mission will be to strengthen national and economic security by building stronger relationships between the intelligence community and all Western private industry.


Budget


I propose that the budget be formed from cooperation with the private sector and personnel from the public sector. Civil servants are the "active duty" personnel, our most valuable asset. At the end of their active careers, they are interested in rotating into our PPP security structure - the result of the PI+ program. I am talking about the best of the best, who have undergone training and "hardening" in the security structures and operations of Western countries. The goal is brutally simple: to take away from the RF those €300 billion, whose tracks also lead to LTU. Plus, to operate, as one of the executors, to recover from the RF $486 billion, as reparations to compensate for the damage caused in the war against Ukraine. The sum of $486 billion, which is the estimated damage caused by Russia's aggression to Ukraine by December 31, 2023, is mentioned in the June 14 G7 statement (see https://www.whitehouse.gov/briefing-room/statements-releases/2024/02/24/g7-leaders-statement-7/). The Benefits of Collaboration


The extensive global reach of PI+ will allow for immediate access to intelligence support whenever needed. Collaboration with the PI+, leveraging their industry knowledge and threat awareness, will keep us on the cutting edge.

This partnership will be a critical asset in our security strategy.

Economic espionage has become a major focus of counterintelligence efforts. This means adversaries increasingly target our companies’ valuable assets: ideas, innovation, research and development, and technology.


But the most challenging wave, the real global tsunami is just coming soon.

Because of climate change already resulting other following factors such as wars, water shortages etc. subsequently resulted global INFLUX - The Great Human Migration II - the public and private sector will face these challenges with growing frequency and urgency.


Classified Information Sharing in a Most Safe Way: A Key Component


PI+ will facilitate the two-way flow of information between the private sector, international allies (NATO members), and counterintelligence agencies. They will disseminate relevant intelligence analyses promptly to private sector entities in a most safe way.

Chambers of Commerce already play a vital role in bridging the gap between government and the private sector. We already maintain regular communication with them and will collaborate more closely and in a much more specific way with and through PI+. For example, PI+ identified a foreign research lab posing a national security threat. Thanks to their timely information, we were able to sever ties with that organization. PI+ also will provide our senior leadership with regular threat briefings, crucial for safeguarding our research and a significant asset to our overall security posture.


Strength in Numbers: Partnering for Success


Our partnership with PI+ will be extensive, involving daily and weekly collaboration. We will work together on various strategies and share a wealth of information and intelligence. This collaboration will allow us, particularly from a security perspective, to deliver the best possible service to our people: operators, owners, CEO’s and other employees – they deserve nothing less.

Lithuania, and Kaunas in particular, is a strategic area. As the region experiences increased activity, the importance of Public - Private Sector Partnerships becomes even more critical. Combating crime and terrorism requires a collective effort, success hinges on collaboration.


The Power of Diversity: The PI+ Program


Strengthening partnerships with the West's most innovative companies bolsters threat identification efforts and supports the broader mission of protecting the people, democracies, and economies of Western nations and NATO members. This is a shared goal and a necessity.

The vast majority of critical infrastructure in the Western world is owned and operated by the private sector. When we share information about potential threats, it creates a comprehensive picture that allows us to work together as a society to counter cyber threats.

The Public - Private Sector Intelligence Plus (PI+) program will leverage the diverse backgrounds and expertise of security professionals from various organizations. This diversity will foster open-mindedness and will allow us for a wider range of perspectives when tackling security challenges within our organizations.
